Regular Meeting
August 16, 2004

ADMINISTRATIVE BUSINESS:
Dave Clark called the meeting to order at 7:10 PM.
The July 19 2004 minutes were read and approved.
OLD BUSINESS:
TARA ESTATES David Clark will ask the Road Committee to provide an estimate for the paving that was recently done at Tara Estates. The estimate will be sent to Attorney Maxine Pouravelis who will contact Ocean Communities FCU to determine why funds were released prematurely.
PRESTON GRAVEL PIT: Mrs. Preston called David Clark and indicated that she still intends to apply for a CUP. She was concerned that she may have to pay the increased application fee but David told her that she is “grandfathered” and can pay the fee that was in effect at the time she put in her original application. She will not have to fill out a new application.
DEARBORN GRAVEL PIT: Planning Board members and Selectmen have received complaints about the number of dump trucks originating from the Dearborn Pit. Members reviewed the CUP, which allows no more than 25 round trips per day average during one calendar month.
The Planning Board joined the Selectmen downstairs to listen to Mr. Michael Hoover of Florida Power and Light. Also in attendance were Jim Roberts and. Ted Poirier.
NEW BUSINESS:
FLORIDA POWER AND LIGHT: Mr. Hoover introduced himself as an environmental specialist for FPL and explained that the Federal Energy Regulatory Commission (FERC)
and state agencies such as the Department of Inland Fisheries require hydroelectric companies to comply with certain recreational standards. Currently FERC is ordering FPL to add five additional parking spaces at Skelton Dam to accommodate anglers. Mr. Hoover presented a map that proposed adding the spaces between the gate and the entrance to the facility. The spaces would be on a gravel base and would not be identified as trailer parking. Mr. Hoover explained that he has filed an application with the Saco River Corridor Commission as well.
The Selectmen and Planning Board members discussed several issues. Skelton
Dam neighbors have made complaints about the current parking situation as well as the amount of garbage left behind by visitors. Selectmen wondered if any impact studies have been done on the fish population and if there should be a horsepower restriction to help control access at the dam. Mr. Hoover noted that there have been no impact studies done, and that it would be very hard to police a horsepower restriction. It was felt that Saco River Corridor Commission would probably deal with the impact on the fish population. Currently there are 18 unlined parking spaces large enough to accommodate trucks with trailers. The Selectmen and Jim Roberts police the area. It was noted that it would be difficult to tell if the proposed spaces were actually being used by
anglers.
Mr. Hoover indicated that if the town had reservations about approving the additional spaces, FPL would notify FERC that the town did not want to grant a CUP. Rose Hill made a motion to table the issue until the next meeting and Nancy Harriman seconded the motion. Mr. Hoover was asked to attend the next meeting for a decision.
At this point Mr. Hoover left and the Planning Board members discussed the Dearborn Pit complaints with the Selectmen.
OLD BUSINESS (RESUMED)
DEARBORN GRAVEL PIT: Selectmen and Planning Board members reviewed the Dearborn CUP condition stating with the number of round trips allowed in a calendar month. It was noted that Dearborn has been in compliance according to the reports that Jim Roberts has requested and received. Currently all loaded trucks must travel toward the Rt. 5 end of Hollis Rd. because of the weight restriction on the Dyer Rd. culvert. Selectman Ed LeBlanc noted that it was important to address the concerns of residents and assure them that the town will monitor the truck traffic. CEO Jim Roberts was asked by the Selectmen to get a monthly report from Dearborn.
SDI A follow-up letter needs to be sent to the bank concerning SDI’s bond. After this a CUP can be issued.
NEW BUSINESS (RESUMED)
COMPREHENSIVE PLAN ON BALLOT: The Selectmen were asked to place a referendum question on the November ballot concerning the adoption of the Comprehensive Plan. David Clark reviewed the upcoming meeting and public hearing dates and asked the Selectmen to participate. The Selectmen agreed to try to get the question on the November ballot. David Clark indicated that he would call SMRPC to check on requirements regarding the elapsed time between public hearings and election days.
At this point Board members returned upstairs.
It was determined that the CUP application for FPL had not been received yet by the Planning Board and that the fee had not been paid. The secretary was instructed to notify Mr. Hoover.
The meeting adjourned at 8:15. The next regular meeting is scheduled for Monday, September 20, 2004 at 7:00 p.m. at the Town Hall.
