Regular Meeting
September 20, 2004

ADMINISTRATIVE BUSINESS:
Dave Clark called the meeting to order at 7:00 PM.
The August 16, 2004 minutes were read and approved with a change of date.
OLD BUSINESS:
TARA ESTATES David Clark will ask the Road Committee for an estimate on the paving, this will be sent to Attorney Maxine Pouravelis: she will contact Ocean Communities FCU to determine why funds were released prematurely. While going through old files Dave found a copy of a letter from John Hanusek to Ocean Communities FCU clearly stipulating that the remaining funds were not to be released until authorized in writing by the Planning Board. A copy of the letter was also found in the Town files.
PRESTON GRAVEL PIT: The Secretary was directed to notify Mrs. Preston that her application will be on the October agenda. The fees will be as follows:
Gravel Pit Application Fee……….$100.00
On-Site Inspection……….……….$50.00
Public Hearing………….…….…..$50.00
A site-walk will be scheduled before winter, pending receipt of the application fee.
COMPREHENSIVE PLAN: The September 28th Public Hearing and the October 26th Public Forum are in compliance with state law. The question on the November ballot will ask voters whether or not they wish to accept the Comprehensive Plan.
SDI A follow-up letter needs to be sent to the bank concerning SDI’s bond. After this a CUP can be issued. Dave Clark has files with the bond information.
FILING CABINETS: Nothing further has been done concerning filing cabinets, as it appears that no funds are available.
FLORIDA POWER AND LIGHT: Mr. Hoover of FPL arrived while Board members were reviewing the Saco River Corridor Commission’s decision. SRCC denied FPL’s application for five more parking spaces at Skelton Dam based on concerns about erosion and excessive traffic on the river. Mr. Hoover indicated that FPL will not appeal the Commission’s decision. If Dayton denied a CUP as well, FPL would inform FERC that neither board wanted to allow additional parking spaces.
Jack Taylor made a motion to reject the CUP application by FPL for five additional parking spaces, based on the input of the town officials and the denial of permit by the Saco River Corridor Commission. Rose Hill seconded the motion. There was no further discussion and the motion passed. Mr. Hoover requested a written copy of the decision.
NEW BUSINESS:
TOWN OFFICIALS MEETING: Dave Clark notified those present that all town officials are invited to a meeting on Monday, September 27th, at 7 PM to discuss the possible effects on Dayton of the proposed state-wide tax cap (Palesky Initiative).
NEW ENGLAND ORGANICS: The Town received a letter from NE Organics indicating that the company is filing an application with DEP to transfer its license from Wells to the Lewiston Auburn Water Pollution Control Authority. Nancy Harriman noted that she had received notification recently as she is an abutter to a farm that spreads sludge; she was concerned about the amount of time that the sludge is exposed but hadn’t been able to reach anyone at NE Organics.
The meeting adjourned at 7:50. The next regular meeting is scheduled for Monday, October 18, 2004 at 7:00 p.m. at the Town Hall.
