Members Present: Dick Hall, Derrick Vezina, Rick Shaw, Brian Dill, Tom McKenney, Valerie Cole (Alt.)

ADMINISTRATIVE:
PERSONNEL: Dick nominated Rick for chair, Derrick seconded, all voted in favor.
Dick voted to approve the minutes from March 5, 2007, Derrick seconded. All vote in favor.

OLD BUSINESS:
PROPOSED ZONING ORDINANCE CHANGES: Proposed changes are posted on the town web site.

Dick checked with the Saco River Corridor Commission and noted that the setback from Saco River is 500 feet, not 250 feet as noted on page 33 in the proposed changes. Jim noted that the town does not have a representative to the SRCC anymore, and the town should have a voice.

Rick questioned several changes that call for the Planning Board instead of the Zoning Board to review issues. Jim explained that it had originally been the Planning Board, as it was more apt to have dealt firsthand with the issues.

Tom questioned Article 5 on page 27, Jim explained that Farm and Forest had been changed to Rural Field and Rural Forest.

Dick questioned page 31, minimum lot size for clustered subdivision development. Jim explained that the overall density for clustering is 2-1/2 acres per unit, although the house can be on one acre. He explained that roads, wetlands, etc must be taken out before figuring the total amount of buildable land.

Under Number 6, page 37, Setback Verification, Dick asked if it would be better to have a lot surveyed before having footings placed. Jim explained that it is possible for the stakes to get moved during excavation, so it is advisable to survey after and make sure the setbacks are correct.

OPEN SPACE: Dick has talked with JT Lockman of SMRPC. Jim suggested that the Board talk with other towns to see how they handle the issue of donations of open space versus fees. Some towns allocate directly or take land. Jim noted that there is a new model for the MMR that could be copied. The issue was tabled for the present.  

PUBLIC HEARING: A public hearing is set for April 25, 2007 at 7:00 PM at Dayton School Gym. The public hearing will cover the new Future Land Use map, the revised growth ordinance, and proposed zoning ordinance changes. Information is posted on the web site; 50 copies will be made available to hand out at the public hearing.

It was noted that the river setback on the Future Land Use map needs to be changed from 250 feet to 500 feet. The new map contains the newly defined village district.

SHORELAND ZONING: This must be completed by June 2008 and will need to go to a town vote. Jim referenced page 75 in the proposed zoning ordinance changes.

NO MEETING ON APRIL 16, 2007: Town Hall will be closed because of Patriots Day. There will be one more Planning Board meeting before the public hearing on April 25.

LINWOOD ACRES, SUBDIVISION: No new business.
RICK AHEARN AND JODIE AHEARN, MOBILE HOME PARK: No new business.
SHAW BROTHERS GRAVEL PIT: No new business.

NEW BUSINESS:
No new business.

Meeting adjourned at 7:38 PM. Dick moved, Derrick seconded, all voted in favor.
